To Curb "Inappropriate Conduct" FCC Introduces New Rules for SPIN Changes
The FCC released a 150-page Order in September of 2010. There are numerous changes, modifications and improvements to the ERATE filing process. (The complete document - FCC 10-175 - can be downloaded from the FCC website ).
Important guidelines have emerged within 10-175 regarding SPIN Changes. Carrier changes are referred to as SPIN changes - SPIN is short for Service Provider Identification Number. (Phone Companies, Internet Providers are referred to as "Carriers" in telecom lexicon.)
If your school or library is changing from an existing Carrier (Service Provider) to a new and different vendor - you need to contemplate these new rules. With the release of 10-175 the new rules governing SPIN changes take effect with Funding Year 2011.
Make sure your ERATE consultant has apprised you of these changes before switching carriers.
